The Tennessee Building Education Foundation (TBEF) was formed to address the severe shortage of skilled workers in the construction industry through a formal, industry-aligned education program.

The Tennessee Building Education Foundation (TBEF) was formed to address the severe shortage of skilled workers in the construction industry through a formal, industry-aligned education program.


In partnership with the Home Builders Institute (HBI), TBEF delivers the HBI Pre-Apprenticeship Certificate Training (PACT) curriculum, which prepares individuals with foundational knowledge and hands-on skills in building construction trades. This nationally recognized program is designed to meet real jobsite needs and support entry into quality employment.

At the core of the TBEF training experience is the HBI Pre-Apprenticeship Certificate Training (PACT) curriculum. This nationally recognized, patented program is vetted by industry experts and designed to ensure every participant gains the foundational knowledge and hands-on skills needed for entry-level employment in the building industr

At the core of the TBEF training experience is the HBI Pre-Apprenticeship Certificate Training (PACT) curriculum. This nationally recognized, patented program is vetted by industry experts and designed to ensure every participant gains the foundational knowledge and hands-on skills needed for entry-level employment in the building industry.


The PACT curriculum is 90% STEM aligned and competency-based, allowing students to learn by doing. With approval, coursework may also be applied toward college credit, creating multiple pathways for continued education and advancement.

Homebuilding offers a stable, respected career path with strong earning potential and long-term opportunity. The demand for skilled construction workers across the Mid-South continues to outpace supply, particularly as experienced tradespeople retire and fewer young workers enter the field.

Homebuilding offers a stable, respected career path with strong earning potential and long-term opportunity. The demand for skilled construction workers across the Mid-South continues to outpace supply, particularly as experienced tradespeople retire and fewer young workers enter the field.


A career in homebuilding provides economic stability for individuals and families while strengthening neighborhoods and communities. The construction industry needs skilled, motivated professionals who take pride in building the places where people live, work, and grow – and TBEF exists to help meet that need.


OUR GOALS

In the home building industry: Strengthen the residential construction workforce by aligning training directly with employer needs and jobsite standards.


School by school: Expand access to industry-recognized training through partnerships with high schools, adult education programs, and community organizations.


Beyond the classroom: Support long-term career success through mentorships, internships, and exposure to the full scope of opportunities within the construction industry.
